The College Librarian III
a. To formulate and recommend policies, rules and regulation that will redound to the efficient and effective utilization of library services and resource materials by the faculty and staff, students and other clientele of the College;
b. To plan and develop the general programs and activities of the library services in coordination with proper authority and in consonance with the College goals and objectives;
c. To direct and supervise the library personnel in the operation and performance of essential library services in the most efficient and effective manner;
d. To establish library consortia/linkage with other college and university libraries both public and private;
e. To study and evaluate students and faculty usage of library services as basis for improving the delivery of library services to its clientele;
f. To acquire library holdings through purchase, gifts and donations to support the College curricular programs, researchers and other needs;
g. To endorse request and proposals/recommendations to appropriate college authorities to provide various needs of the library;
h. To prepare and submit annual budget, periodic reports and other documents;
i. To prepare staff work program and sets of performance targets in consultation with subordinates of the library services;
j. To recommend the appointment, renewal and change of status of employees in the library office;
k. To conduct performance evaluation; and
l. To perform related duties and responsibilities.
The Cataloger/ Classifier / Encoder. A cataloger is a professional librarian who does the following technical job:
a. Accessioning newly acquired library resources (print & non-print)
b. Copy / Original cataloging and classifying of print and non-print resources
c. Supervises in the pasting/affixing call numbers and ownership stamp on periodicals
d. Encoding bibliographic data of all library resources
e. Assists in encoding documents needed for various reports
Indexer / Abstracter / Encoder. An indexer / abstracter is a professional librarian who does the following technical job:
a. Supervises in the pasting/affixing call numbers and ownership stamp on periodicals
b. Encoding bibliographic data of all library resources
c. Classifying / indexing / abstracting important articles from magazines / journals / monographs
d. Assists in encoding documents needed for various reports
e. Maintaining the On-line-Public Catalog of the Library
Encoder.
An encoder is a staff who assists in encoding various
report of the library.
Information Counter In-Charge. At the entrance of the building is a control counter.
The following are the duties of the Counter In-Charge:
a. Takes charge of the log-in counter at the entrance of the library;
b. Makes reports by Course on the daily library users;
c. Inspects books and other materials taken in and out from the library; and
d. Implements LRC Policies
Print Services Section In-Charge
The General Circulation Section / Filipiniana Collection, General Reference Section and Serial Section are the readers’ print services of the Learning Resource Center. The following are the duties and responsibilities of each section in-charge:
a. Gives informal and formal instructions to users on library policies of the Section
b. Implements the loaning out and returning policy of the Library
c. Assists and help users in their research activity
d. Supervises student assistant in her / his section
e. Records and prepare daily users statistics in the section
f. Records and prepare daily utilization statistics in the section
g. Takes charge in the mending and repairing stripped materials in the
section
h. Makes inventory on the resources available in the section
i. Maintains the orderliness and cleanliness of the section
j. Assist in other technical and mechanical job of the Library
k. Does related work
Non-Print Services (Audio-Visual Section) Section In-Charge
a. Maintains the equipment and resources of the section
b. Receives and records AVR reservations
c. Prepares the room, equipment and materials to be used
d. Operates and maintains audio-visual equipments
e. Implements policies, rules and regulations of the section
f. Keeps records of users and resources utilized
g. Evaluates the resources in the section
h. Maintains cleanliness and orderliness of the room
i. Does related work
D. Library Committee
This committee is an advisory body composed of representatives from various instructional fields/ institutes who have an understanding of and an interest in the growth and development of the library's collections and services.
The following are the MOSCAT Library Committee:
