Circulation Policy

1. Eligible Borrowers

              Students who are currently enrolled, active faculty and staff of MOSCAT may use the library upon presentation of a valid ID and Borrower's Card issued by the college library.  

        Alumni, Students / Scholars of ALINET Members Schools and Government researchers may use the library upon presentation of a valid ID. They will be issued a special library card by the College Librarian which will entitle them to use the library after paying an authorized library user’s fee of P50.00 per visit per day.

  2. Entrance Requirements

             Presentation of either the School Identification Card or the Library Borrower’s Card is required when entering any section of the Library. However, the Library Borrower’s Card has to be deposited in the Library when taking out library materials (book or non-book).

Students/Scholars from ALINET member schools may present Library Permit signed by the Librarian of the School they are enrolled.

3. Categories of Library Users

 Policies governing the issuance of library identification cards to users are described in this    section.

  • Current faculty and staff teaching classes.  It applies to all faculty and staff regardless of status either regular, substitute, part-time or contractual.
  • Students currently enrolled -Students of both high school and college who are currently enrolled in MOSCAT.
  • Students of ALINET member school or universities. Students from other schools whose library is a member of ALINET association with LIBRARY PERMIT duly signed by their Librarian.
  • Members of MOSCAT Alumni Association

 

 4. The Library Borrower’s Card

                  MOSCAT Students are required to register in the Library each semester before Library Borrower’s Card will be issued. Requirements for registration are:

  • Certificate of Registration (COR) issued by the College Registrar upon enrolment will be presented upon registration in the absence of a current validated College ID; 
  • Submission of 2 copies 2 x 2 photo (for new students only)
  • Fill up registration form
Visiting users may present any current Identification Card to the College Librarian before special permit will be issued.


  5.   Lost library Borrower’s Cards

         Borrowers are required to immediately notify the Library of any lost or stolen card.  A replacement fee in the amount of P20.00 is charged for lost or mutilated cards. A temporary receipt will be issued by the Reference Section In-charge where the card is processed of which amount shall be remitted to the College Cashier at the end of the month.

Lending Policy

This Lending Policies describe the privileges and responsibilities of all borrowers using the MOSCAT Library. The purpose of the Lending Policies is to foster optimal use of the collection for faculty, staff, students, and other users. It is designed to provide fair and equitable service for all categories of borrowers. The Library adopts an open shelves system.

 

  • Borrowing of Library Material

1.  Charging out of books / materials should be made at the section charging counter. Write legibly the name, course and year on the book card.

2.   The following  are books / materials for inside reading only ,however maybe taken out for 15 minutes for photocopying purposes after filling up a “take out slip”:

  • General References – resources in the  Reference Section
  • Periodicals, newspapers and  vertical files
  • Books at the Filipiniana Collection Section
  • Reserved books located at the General Reference Section
  • Books/materials marked Library Use.
3. Books   in the Circulation Section may be borrowed for two days only and renewable for  another day;
4. Fiction books may be borrowed for a week and are due every Wednesday.
5. Students may loan out two books at a time, in addition to fiction books;
6. Maps, globes and other non-book materials may be borrowed by teachers for classroom use only.

Return of Library Materials

            Materials should be returned directly to the desk where they were checked out on or before due date. Any borrower intending to leave the area for an extended period of time should return all library materials before they become overdue or are recalled.

  • Non-Transferability of library privileges and proxy borrowers

 Material may be checked out only to individuals who present their own library borrower’s cards.

  • Response to Notices

          Borrowers are required to respond immediately to recall and overdue notices. Material must be returned by the new due date indicated on the recall notice. Failure to receive overdue and/or recall notices does not exempt the borrower from fines and/or bills.

  • Renewals

            Renewals may be made in person and must be returned on or before the due date. All material must be returned once a borrower reaches the maximum renewals. If the material is still needed, it can be checked in and checked back out to the borrower, as long as there are no holds or recalls.

  • Overdues / Penalties

            An item is considered overdue if it is not returned on the due date or by the time stamped.  The due date will be indicated in the borrower’s card.

            To ensure the prompt return of books/materials so that other are not inconvenienced in the use of library materials fines are charged. Fines for overdue materials loaned is P2.00 plus P5.00 for each additional day thereafter.

            A fine of P10.00 plus P2.00 each additional hour is charged for taking a “Library Use” material from the room without permission.

Any amount received by the library staff are issued temporary receipts and shall be remitted to the College Cashier at the end of each month.

 

  • Replacement of Lost or Damaged Items

            All borrowers are subject to replacement charges if items are lost or damaged beyond repair. An item is considered lost when the borrower reports it lost, damaged or fails to return it. If a borrower returns an item for which payment has been made, the replacement cost may be refunded if the item has not yet been replaced or if the item is returned within one year of the invoice date. Accrued fines, if any, may be levied at that time.

         Charges for lost or damaged non-print material are the current cost of the item plus 10% processing fee.  If the book is out of print a xerographic copy plus binding cost shall be charged.


  Audio-Visual Service Policy

      Audio-Visual equipment/materials and services are available upon advance reservation, at least 5 working days.  Suggested viewing time is 8:00 to 11:30 and 1:00 to 4:30. Reservation is received by the Audio-Visual In-charge.


Inter library Loan Policy

This privilege may be availed by students / scholars of schools who are members of Academic Libraries Information Network in Mindanao (ALINET).Users who will present an approved interlibrary loan forms from the school they are enrolled.  Minimal fee of P20.00/ visit is charged to users, as approved by ALINET which shall be directly paid to the College Cashier Office. Library resources are to be used inside the library only.

Computer Use Policy

     MOSCAT Faculty, Staff and Students may avail these services. Computer units at the Reference Section and Serial Sections are free of charge. Users who had been collected internet fee during enrolment period may get their Access Card from the College Librarian / or authorized staff after attending an orientation and signing of Contract for the Use of Computer Facility. Students with Internet Access Card may proceed immediately to the Internet Services In-charge for reservation which shall be done at least a day in advance. For non-card holder, the twenty pesos per hour charge shall be paid to the College Cashier Office in advance before actual utilization will be made. However, due to limited computer units, a user may use the computer up to one hour per day unless there is no other user to follow.

  • Downloading and Printing

 Users may be allowed to save files on formatted disk. For security reason, the disk must be new. When the disk had been taken out from the library, it is no longer reusable. The charge per page is P2.00 which shall be paid at the College Cashier’s Office. The library does not provide paper for printing.

 

  • Users’ Responsibility

 The following are the responsibilities of internet users:

     Please report equipment problems to library staff. It is illegal to physically or  electronically modify computer equipment, or tamper with hardware or software. Deliberate misuse of the computer or its components will result in loss of computer privileges; repair costs will be the responsibility of the user. Violating another's right to privacy or harassing other users or library staff are  prohibited, and will result in loss of computer use privileges. Work in a manner that will not disrupt the concentration of other users. Be sensitive to the displaying of material that others might be offensive.

The Library Staff may intervene if a user/users view something that causes discomfort to others.

       Don’ts of Computer Use

       The Library does not allow the following:

1.      Access the Internet and World Wide Web inappropriately<

2.      Use electronic mail, chat and other forms of direct electronic     communications

3.      Pursue unlawful activities online, including hacking

4.     Give out personal information online


  • Behavior Policy  

    Maintaining an Environment Conducive to Library Use

 The library has an obligation to ensure that students, faculty, and other researchers find a place for quiet concentration and study within our facilities. However, the library is also a dynamic resource and a center that offers a wide range of services, materials, and environments. The library is a teaching space, where librarians must talk to assist users in finding and understanding the information resources the library provides. The technology provided by the library, from computers and printers to video, inevitably also produces noise.

 We strive to find a balance among a variety of uses of library resources while providing an environment that is conducive to study.

 Any behavior that interferes with another person's ability to use the Library is prohibited. This may include, but is not limited to, soliciting, begging, selling, sleeping, game playing, using personal listening devices that disturb others, talking loudly or otherwise vocalizing in a manner that disturbs other people, receiving and/or making telephone calls on a mobile phone, and transmitting over-powering, offensive, and/or obnoxious odors:

 

1. Conducting any type of business for personal gain or any service for a fee is prohibited.

2. Food and drink of any kind may not be brought into the Library.

3. Defacing library materials or other library property is not permitted.

4. Harassment, verbal abuse, threats or repeated unwelcome advances toward other persons are prohibited.

 Misconducts for which the students are held liable will be subjected to disciplinary action provided under the Student Code of Conduct.

 

Maintaining a Safe Library Environment

               In the interest of safety, any behavior that is dangerous to a person or property is not permitted.

1.   Wearing proper attire with current School Identification Card is  encouraged while on Library premises,

   2.      Sharp materials, like bolos, cutting tools may not be brought into the building,      Standing on furniture or structures is not allowed.

Library Clearance

     At the end of each semester, library clearance should be secured in the Library. Clearance will be given only to those who have settled their obligations (if any). Upon seeking clearance, the Current School ID shall be presented and the Library Borrower’s Card should be surrendered.
